The City's Request for Proposal

Why did they use the Daily News with a Circulation of around 13,000.  They could have used the L.A. Times with a circulation of over 657,000 which is about 50 times larger.....hmmm.  Talk about just doing what is required.  See page 3 section 5. Also, checkout page 2 section 3.

Original Lease Agreement 

This is the meeting agenda on October 28, 2008 to include the lease agreement and all of its terms with Clayton Williams Energy and Matrix Oil Corp.  Both operate Rideout & Honolulu Terrace oil fields.  Please pay special attention to Pages 4 & 12 of the lease agreement.

The land designated for drilling will be released from protective status (see page 4 of lease).  Maximum liability insurance looks to be 5 million.  However, more land can be allocated for drilling with County approval (see page 12.6.6 of lease).  

 Also, look at Paragraphs 6.1, 6.6, 8.1, 10, 22 E & F.  Please see the document below.
